The original report only emphasizes that the relevant file(s) should be shipped by language-pack-whatever instead.
It does not emphasize enough that "/usr/locale" is the wrong place to put it anyway, it should go under "/usr/share/locale". (I've modified the bug title accordingly.)
I don't particularly care about unity-lens-foo not finding the Danish translation. I don't know what this app is and I can't speak Danish :-P
What I do care about, however, is that these misplaced files break my old habit of typing (and pressing the [TAB] key) "cd /usr/lo[TAB]sh[TAB]" to take me to "/usr/local/share". Autocompletion no longer completes to "local/" with the trailing slash since "locale" is another possibility.
