could you check the following. With the proprietary driver installed, go into screen saver mode (or some mode that turns off the screen due to inactivity), log in from a different machine via ssh and check the CPU load via top. (alternatively follow the instructions at the following link: https://bugs.launchpad.net/ubuntu/+source/compiz/+bug/969860)
I am experiencing the bug 969860 therefore I am staying away from fglrx.
