@Matt, If global menus get disabled for non-maximized to fix this bug, then what are the possible options or solutions?

I think we also need to point them out.

*Possible solutions for non-maximized windows:
   [ ] Menu on panel for maximized; Normal menu for non-maximized
   [ ] Menu on panel for maximized; Integrated on windows title-bar for non-maximized (see mockup in #38)

If anyone else has anymore proposals feel free to do so.
