I know I feel this problem, and I maximize nothing. Having this option (use global menu only for maximized windows) will actually make my desktop more efficient for unmaximized windows ...

I don't know why you are thinking the opposite, I think "use global menu only for maximized windows" will not do anything about your "fear" of ... of what actually ?!

I mean come on ! It's not like someone will change all his behaviors depending on (on large screens) 2% more wasted space.
