Yes - Unity does indeed work quite nicely with focus-follows-mouse and auto-raise. I've also removed the packages that implement global menu, and turned off screen-edge window maximisation. And I'm reasonably happy with the result.
It's just that I'd have preferred to have a GUI (or maybe a file) to configure these items in one rather than having to jump through hoops to do it...
