Of course, you could argue that since the User Accounts capplet cannot be used by the guest user, it should be hidden. OTOH, one guest session use case is to show prospective Ubuntu users what Ubuntu is about, and that speaks for keeping the UI as is even if some tasks cannot be accomplished (for good reasons).

What would you consider expected behavior be in the cases you mention?
