Okay, I stand corrected on that statement.

Please explain how you determined that Unattended Upgrades is the culprit, instead kernel header packages or user changes to apt-marking or other possible causes for the symptom you describe.

With the information so far, I cannot duplicate your issue on my test system. How can I do so?
