Well, as long as mountall is allowed to finish running, it should notice the filesystems have been mounted and emit the 'filesystem' event anyway.

Those events are emitted by upstart-udev-bridge. Is /etc/init/upstart-udev-bridge.conf present? What does 'status upstart-udev-bridge' show?
