Then you can check with

whether it runs the rule you are about to create.
Where did you put your rule? You mustn't put it after the DRIVERS=="atkbd" check, since this is an USB keyboard. Please put it after this line:
ENV{DMI_ VENDOR} =="", GOTO="keyboard_end"
