This bug was fixed in the package ubuntu-wallpapers - 23.10.4

ubuntu-wallpapers (23.10.4) mantic; urgency=medium

  * Make the default light and dark Ubuntu wallpapers manually selectable
    so you're not restricted to the automatic selection (LP: #2037967)
