Steps to reproduce bug:
1. Open clock app
2. Open System Settings app
3. Change the system timezone
4. Switch back to the clock app
5. Open a saved alarm or create a new alarm.
6. Change the alarm time in the DateTime picker to some value and let go

What happens:
The timepicker changes the time back to some random value and behaves erratically
