This is a duplicate of bug 1389761, but that has been marked as a duplicate of bug 1398888, which doesn't mention volume notifications at all. So even if that's correct, it's unlikely any developers will understand its importance.

It is also related to bug 652978, which currently focuses mainly on track changes rather than volume changes, but may share the same solution.
