"Changing modem technologies" refers to that which was implemented in bug 1379850.

This bug has two parts:
1. UX
    The current spec [1] seemingly allows the user to interact with the UI while the technologies are changed. This is not possible. The UI should be blocked while the technology is changed, like it is on Android [1].

2. Ubuntu System Settings
    Ubuntu System Settings should implement the new spec.
