[system settings] picking background image should use Content Hub's peer picker

Bug Description
currently when choosing a background image via system settings, you are brought directly to gallery. instead the peer picker (Content Hub) should be shown to allow choosing an image from another application (like camera which now is a picture source)

John, afaik the current code already use content-hub (that's how it access the gallery datas), change the title to mention the peer picker back (assuming that's the content hub piece displayed the list of softwares)
