It's covered by this bug in the sense that if Wi-Fi is on (as it should be by default), you aren't connected, and you're in an environment where APs are available, eventually you'll get the prompt.

That doesn't cover the case where you're *never* in an environment where APs are available, so you only ever use cellular data.
