Weird, comment 63 actually fixed this for me.
I'm using Fedora 20 with gnome 3 and stumbled on this bug. My scroll has been going crazy since I restarted, and the only thing that fixed it was unplugging and replugging the little USB wireless key. I have a microsoft wireless mobile mouse 4000.
