The problem is in langpack-o-matic.
Ubuntu-sso-client now build-depends on python-qt4[1] and because of this langpack-o-matic puts it into the KDE langpacks. We need to add an exception, so that this template can go into the -base langpacks. This will ensure that once the Qt frontend gets proper i18n support, both the Gnome and KDE frontend can access the translations.
