Until Karmic, ubuntu-restricted-extras installed libavcodec-unstripped-5*, which is the logical behavior. I think splitting ubuntu-restricted-extras may cause further confusion among general users, and returning to the pre-Karmic behavior would be a better solution if no package breakage occurs.
