Bug report was not created from the system where I discovered the bug. I discovered the bug in a Noble rescue session.

Noble switched Python system interpreter to Python 3.12 (https://docs.python.org/3/whatsnew/3.12.html#configparser). python3-distupgrade (https://packages.ubuntu.com/noble/python3-distupgrade) uses ConfigParser.readfp in /usr/lib/python3/dist-packages/DistUpgrade/DistUpgradeController.py . This will cause "Repair packages" in Noble rescue system to fail.

Suggested fix is to use ConfigParser.read_file as suggested in Python 3.12 release notes.
