Examining the information you have given us, this reads more like a request for support rather than a bug report.

You've tagged `ubuntu-release-upgrader` as your issue, not grub but it looks like you installed 19.10 only recently & haven't used `do-release-upgrade` to move to a later release (20.04) so how does ubuntu-release-upgrader apply?

We understand the difficulties you are facing, but it is better to raise problems you are having in the support tracker at https://answers.launchpad.net/ubuntu if you are uncertain if they are bugs.

This bug report can be converted to a question (which is aimed at support). I've marked this bug incomplete as normal support steps don't appear to have been tried, or evidence of them hasn't been provided. Note: the package could be changed to `grub2` but I'm unsure to what packages you're referring with the .32/.19 references given you've tagged ubuntu-release-upgrader (1:19.10.15)
