From VarLogDistupgradeMain.log we see:

2013-10-26 13:40:15,972 DEBUG Marking 'ubuntu-desktop' for upgrade
2013-10-26 13:40:16,058 DEBUG blacklist expr '^postgresql-.*[0-9]\.[0-9].*' matches 'postgresql-8.4'
2013-10-26 13:40:16,058 DEBUG The package 'postgresql-8.4' is marked for removal but it's in the removal blacklist
2013-10-26 13:40:53,234 ERROR Dist-upgrade failed: 'The package 'postgresql-8.4' is marked for removal but it is in the removal blacklist.'

The upgrade is prevented rather than remove the postgresql-8.4 package which does not exist in saucy. This is done to ensure that you do no lose access to your databases.
