Oliver Grawert (see Bug #22007) says that this cannot be done in the way I am describing... If that is the case, can a dummy package, say "screensaver" be produced such that:

ubuntu-desktop
Depends: screensaver

and

screensaver
Depends: gnome-screensaver | xscreensaver

in the same way that "totem" exists to install either totem-gstreamer or totem-xine.
