You're probably better of making a specification, rather than reporting a bug about this See https://wiki.ubuntu.com/LaunchpadHowTo#Specifications for advice on that. Bringing it up directly on the ubuntu-desktop mailing list, so that we can get a consistent policy on this may be a good idea.

There's been a debate on gnomes desktop-devel-list(http://mail.gnome.org/archives/desktop-devel-list/2008-July/msg00165.html) about this recently, nothing was actually decided on though.

Fedora also had a proposal at https://www.redhat.com/archives/fedora-devel-list/2007-September/msg01503.html which again hasn't been implemented as far as I know.
