I can't comment on the use of germinate, maybe someone else can provide some insight on that.

- Update standards version
- Update build-depends
- Recommend addition of VCS https://www.debian.org/doc/manuals/developers-reference/best-pkging-practices.html#bpp-vcs

The germinate one is the main thing I'm not 100% about.
