Seem default repo are not up-to-date and affected others IDE too. Another work-around is to use ubuntu-desktop PPA

$ sudo add-apt-repository ppa:ubuntu-desktop/ubuntu-make
$ sudo apt update
$ sudo apt install ubuntu-make

$ umake --version
16.11.1

$ sudo umake ide phpstorm
