So, ubuntu-image 1.8+16.04ubuntu1 for xenial also seems to be good to go. I was able to successfully build a bootable ubuntu-core image. The classic image had some issues with livecd-rootfs that required tweaking, but the same issues were present in the 1.7 release - so nothing caused by u-i.
