Desktop team policy (from seb128) is to use Fix Committed on anything committed to a packaging branch (or upstream in the case that it's expected to roll into an upstream micro release). I asked Seb again recently if this was something we wanted to continue doing and the answer was yes.
But that policy shouldn't apply to non-desktop packages because we know it annoys people. In those cases, Fix Committed means it's in proposed already.
