We provided that PPA because we could not include those drivers. This, however, does not mean that 16.04 won't get a Vulkan driver after its release.
When NVIDIA release a long term support driver that features support for vulkan, we will include it.
As for AMD, we certainly have plans to keep both radeon and amdgpu updated.
