Matthew, on your approach, I too downloaded your [1]. I applied the current ubuntu-help pot to it, creating targeted.po:

msgmerge user-guide_zh_CN_gnome-user-docs-user-guide-zh_CN.po ubuntu-help.pot -o targeted.po

Then, counted translations without fuzzies:
$ msgattrib --translated --no-fuzzy targeted.po | grep "^msgid" | wc -l
53

Sigh.
