I'm quite surprised that there are as many as 13% common strings between ubuntu-docs/oneiric and ubuntu-docs/natty. Essentially ubuntu-docs in oneiric is completely and entirely different to ubuntu-docs in natty. I cannot comment on whether the approach used to produce this figure is valid.

However, there are two places where many translation teams should be able to recover a large number of translations:

1. ubuntu-docs/oneiric is very similar to ubuntu/natty/gnome-user-docs in Ubuntu, so it should be possible to recover a lot of translations from there[1]:

I merged translations from ubuntu/natty/gnome-user-docs into ubuntu-docs/oneiric on 1 August 2011 but it is possible that some translation teams have made progress since then. It looks like an example is Simplified Chinese, who at that time did not have any translations in their po file [3] but who now have the template practically fully translated.

Of course, Launchpad should share translations automatically so when translating ubuntu-docs/oneiric, if a string appears which has already been translated elsewhere, it should appear as a suggestion.

2. ubuntu-docs/oneiric takes a lot of strings from gnome-user-docs upstream - I do not know exactly how many but I guestimate that it is about half. Translations can therefore be uploaded from upstream to ubuntu-docs/oneiric. (This isn't a point which helps Simplified Chinese, because upstream translations in that language are at 0% [4]).
