External links in stable docs should be under Ubuntu control

Binary package hint: ubuntu-docs
All stable version of Ubuntu documentation are effected by this bug.
Problem:
If a link to a site not controlled by Ubuntu becomes invalid there is no way of correcting this error. Examples of broken links which could have been fixed inside the release cycle: bug# 109041, bug# 53231,
Solution:
Links to non-Ubuntu sites should go through an Ubuntu-docs controlled redirection page so they can be changed when/if the original link becomes invalid.

I agree that we have a problem with external links, and it would be extremely easy to implement this, but could redirection cause any problems for users?
This seems like a good candidate for a spec.
