In 8.04, checking the "Enable support to enter complex characters" check button in System->Administration->Language Support after selecting the language support required will install CJK input where CJK isn't the login language.
It drops in the Firefox locale too so its just a question of using <CTRL><SPACE> to switch IME input methods.
I think that an additional page in the system docs, perhaps under "Customizing Your Desktop" may be a good place to put this information.
