Given the recent changes on the strategy for the launch of Pro, the esm-apps related messages should only be shown on systems where the service is enabled.
For systems where the service is not enabled, there will be a phased and controlled mechanism of delivering the messages. This mechanism will be implemented in the client, and SRUed in the near future when everything is in place.
