When setting the language to 'nl', langpack to 'nl complete' and keyboard to 'us intl' the resulting image has the following keyboard layouts:

Nederlands (dutch)
Belgisch (belgian)
Belgisch ISO alternative
Belgisch no dead keys

I will attach the .deb I used to build the image
