Remove all the existing partitions (except two dell partitions), and install oneiric twice without problem so far.
Try to create up to 20 partitions in the fdisk phase of installer, but I can only get sda[1-16] in /dev.
Boot up with an installed oneiric, there are sda[17-22] in /dev.
So this should not be a bug of kernel/driver, and not specific to Vostro V131.
