Here is the warning displayed without accountsservice installed:
region-cc-panel-WARNING **: Failed to list existing users: GDBus.Error:org.freedesktop.DBus.Error.ServiceUnknown: The name org.freedesktop.Accounts was not provided by any .service files

This warning is removed once accountsservice is installed but the user is still unable to add a new keyboard layout.
