If i stop gdm from starting on first boot after prepare and start oem-config in rc.local afterwards, oem-config is loaded correctly and the wizard succedes.

As a side note: when the problem arise a "sudo whatever" (or gksudo) in the oem user gnome session makes the session crash and brings me to the gdm login screen.
