Keyboard layout shoud be defined befor any text entry (especially disk encryption password)

Bug Description
I installed Ubuntu 15.04 twice today. In the installation routine I entered my passphrase for LUKS and after this I had to choose my keyboard layout... As I used a special character (#) I did not know what I entered exactly under the regime of the default keyboard layout (en_US?) . It took too long for me to figure out what key combination I had to press so I reinstalled ubuntu an used another passphrase.
Woudln't it be the better approach to first let the user choose his keyboard layout and afterwards let him enter his passphrase?
I can't see the logic behind the actual order... Perhaps it isn't a real bug but it's really annoying and I can't see no real use for this.
