Problem is the file permissions for /etc/default/keyboard on the vivid .iso are
ls -l /etc/default/keyboard
c---------
Won't work. No way ubiquity can use the file.
On previous vivid, tahr, etc. file permissions are:
-rw-r--r--
works fine.
