GNOME started using libpwquality in 3.5 (will be available in Ubuntu next cycle):

The library also provides a function for generating random passwords with good pronounceability. The library supports reading and parsing of a configuration file. "

That should take care of the gnome-control-center side, maybe ubiquity should use it as well...
