I can confirm that this is the case. The output from "date" reads:
Sat Aug 22 11:31:48 EEST 2009
The time is actually 10:31:48 presently but the timezone is correctly indicated here as EEST.
This is also a bug problem in Debian Lenny/Stable, FYI.
