Fixing the inconsistencies are also real issues reported by the user. Timezones that can be selected in debconf which will be converted on upgrade were reported in bug #772024. Converting an existing timezone should result in a timezone that can be selected in debconf for a similar reason. Example: Set the timezone to Europe/Kiev (in tzdata < 2022b). Then upgrade to tzdata. The timezone should be updated to Europe/Kyiv and Kyiv should be the selectable entry in debconf.

Regarding the translations: Most (or all) of the fuzzy translation are wrong. "Мазатлан" is the Belarus translation of "Mazatlan". Mazatlan is a different city than Metlakatla. In Debian I looked at all fuzzy translations and made them "unfuzzy". Except for city renames (like Kiev to Kyiv) the fuzzy names were wrong.
