A game server is _unlike_ an HTTP / SSH / FTP / etc. server, and as such, should probably be subject to different rules as compared with the aforementioned examples.
A game server is, under most situations, something that you would enable when you wish to play the game. Very few people out there wish to run a constantly connected and dedicated game server. That said, you require the servers in some entertainment packages to play them via a network scenario with friends.
At the very least, I would suggest that a popup window should notify an end user that the server is running automatically every boot alongside with possible details on how to disable this feature on a per-startup basis. This could easily prove useful for other servers such as HTTP.
