I see that makes sense. In my case if I boot up on battery, the CPU runs full speed. If I boot up on AC the CPU runs full speed. But if I turn the AC power supply on at a specific time during boot up, it will run at a slower CPU speed! I have to turn the AC power off and then on again and then it runs at full CPU speed.
