trac broken after changing logging settings

Bug Description
Binary package hint: trac
- open trac
- click the Admin button
- click on 'Loggin' under 'General'
- choose Type = file, Log level = DEBUG
- note that the 'Log file' is set to 'trac.log'
- click the 'Apply changes' button
- observe that you get an 'Internal Server Error' screen when you browse to any trac page
I managed to fix the bug by changing 'trac.log' to '/tmp/trac.log' in the trac.ini file.
This is probably a file permission issue.
trac should properly handle the case in which it cannot create a file. Even if the user would enter some arbitrary values (or make a typo) in the log file text field, this should not render trac unusable.
