I've got the same behaviour here
* Buffering every few seconds
* Setting apps/totem/network-buffer-threshold to 10 (or whatever >3) also causes that buffering fails and the playback does not start properly.

Imho Totem really needs a setting where you can adjust the buffersize (in MB oder in secs) manually; ideally just below the connection settings.
Btw. what effect has the setting "Connection Speed"? I did not notice any difference after setting it from "Intranet/Lan" to "14.4 Kbps Modem".
