Review the new versions for new features or behavioural changes, check
that package upgrades work and do not break existing configurations,
test that the package still functions properly, etc.

The development release does not have any problem, like you say, we
can just sync from Debian. But that's not what people are use, they
want a stable version of Ubuntu. If nobody in Ubuntu looks after this
package and keeps it up to date, then we should better remove it for
the reasons stated on the ML.

They are not enabled by default, thus most users of Tor would not get
them. The updates need to undergo the proper SRU [1] procedure.
