Hello Nish,

I'm sorry, i installed tomcat8 in same day after tomcat7 failing.
after that i just check "journalctl -xe" logs and it was showing that tomcat didin't find jdk, after that i removed tomcat7 and reinstall "open-jdk". Things goes well after.

But i already dpkg --configure for tomcat and it was failing too.
