Ubuntu One notes sync is going away, see https://bugs.launchpad.net/ubuntu/+source/tomboy/+bug/1115460. This seems to be an Ubuntu One-specific bug, so I am going to close it. If anyone is still having trouble with general notes syncing, they can reopen it.
