This is the output of "sudo systemctl status systemd-rfkill":

● systemd-rfkill.service
   Loaded: masked (/dev/null; bad)
   Active: inactive (dead)

As you can imagine the /var/lib/systemd/rfkill folder hasn't been created after running the command
